The FDCPA definition of a debt collector is any individual or entity whose
primary business purpose is the collection of a debt owed to another and
whose communication methods include calling the consumer via telephone
and/or sending the consumer collection letters through the mail.
This would place most of the debtees for most out of this definition. Almost all companies use 3rd party collection agencies or sell debt to them however, so never assume that it is in fact the company you owe calling you, but probably a 3rd party on "behalf" of.

Yes, a third party calling to get their money for another company. If you want to deal with paying the credit company call them directly or work it out with the third party. They are usually offering really low pay off rates, deals, and plans.

Debt collection companies call for unpaid credit cards. They usually start by sending the bill, sending letters, and then they start calling. They usually will refer your account to debt collection agencies that then will start the daily calling until they get a response. They start offering low payment plans or buy outs way under what you owe. Hope this helps

I have found that most that call are debt collectors and are third party as stated above. Rarely is it not.

Practices Act (FDCPA) and is enforced by the Federal Trade Commission
(FTC). This Act prevents the debt collectors from unfair, abusive and
deceptive means to collect a debt from you. Mainly, this Act only
applies to debt collectors who are collecting a debt for someone else
and not the owners of the debt themselves. The Act only applies to
consumer debt, and not debt you incurred to run a business.
