Lawyers who collect debts generally fall into this category, unless they work for the debtee company and call using the actual name of the company. In house collections are often exempted from FDCPA.

Yes they seem to be.  I have got calls from lawyer offices when I owed money and my credit was down.  This is just when the credit card company does not want to deal with that customer and deals it off to the lawyer company to get to the bottom of it.
