Rewards Credit Cards

My sis is new to this country and is trying to establish her credit
score. She got one of those pre paid credit cards from Bank of America.
She was told by one adviser NOT to pay off the entire bill every month,
but rather carry a balance in order to establish her credit history and
qualify for better credit cards. Is this true? shouldn't it better for
her to pay off her bill each month?
